Don't stretch very much
Inexpensive, but low quality rubber does not stretch very much: maximum elongation is only about 150% of the relaxed length. Good quality bungee cords should stretch to 200% to 250%, and I have had some solid rubber cords that could stretch to > 300%. This limit is partially made up for with the selection of lengths.
